Network Rail: Review of CDM Strategy

Reviewing the CDM Strategy
In 2024, we were requested to support a review of the CDM Strategy and arrangements within Network Rail Capital Delivery, North West and Central Region.
As part of the organisational restructure, the scope of this work involved stakeholder engagement with the representatives from different Network Rail delivery teams.
There were several outputs from this work which included preparing the Capital Delivery North West and Central Regional CDM Strategy and supporting documentation and tools:
- A new Preconstruction Information Pack (PCIP) tool was developed to improve the quality of PCIP information for future projects
- CDM RACI chart
- A Construction Phase Plan (CPP) Checklist was developed
- CDM Competence and capability assessment templates
- CDM Management Plan template
CDM Training
Following on from the CDM Strategy, an assessment identified an opportunity to upskill the Network Rail delivery teams with some additional training on CDM, tailored to the rail environment.
A suite of courses were developed and delivery commenced in 2024, with more than 200 people having attended the training sessions across the country at different Network Rail venues.
