Network Rail: Strategic Health and Safety Support

We were asked to support Network Rail in developing an integrated project strategy for the creation and delivery of an Intelligent Client Culture focussing on compliance and continuous improvement to achieve ‘Everyone Home Safe Every Day’; including sustainability, health, safety, environment, quality assurance, culture and behaviour.

Creating an Intelligent Client Culture

We believe in working in partnership, understanding our client’s objectives and culture, in order to exceed their expectations on every occasion.  The brief was about achieving more than industry norm.

The formation of the Programme Delivery Team which faced complex interfaces with other projects and stakeholders required the Delivery Team to operate in a different environment.  Compliance with legislation was taken as the minimum, with a focus on performing as an Intelligent Client; about leadership, a compelling vision, a clear strategy and the ability to motivate people and create a positive culture.

True success requires behaviours which lead people together to achieve a common goal, supported by attitudes which foster trust and cooperation.

An Intelligent Client in Practice

We have supported the development of an integrated project strategy for the creation and delivery of a culture focusing on compliance and continuous improvement.  The primary steps have included:

 

    • Understanding obligations for statutory compliance.
    • Develop a strategic plan and support the implementation for effective health and safety delivery.
    • Capture opportunities to embed learning at an early stage.

Our initial aim was to ensure that the project were aware of all of the relevant compliance requirements, and support the team to integrate these into everyday project management activities, to ensure that important processes and arrangements are well understood, applied and fit for purpose, compliant with legislation and measurable via audit.

Engagement with the project team remains a key aspect; involving relevant technical heads from within the project, from other projects and stakeholders.  Throughout our engagement we have identified opportunities for embedding learning from across the industry via both formal and information communications.

    The compliance reporting work stream is exemplary.

    It both demonstrates best practice in making sense of a data rich, complex subject, with clear visual output that really helps effective management of an area we usually don’t do well and helps us to ensure that we will be a safe environment for our construction, operation and maintenance colleagues to work.
