Carillion Powerline Case Study: Independent Health and Safety Assessment
Gateway Consultants (HSW) were invited to undertake an essessment of the health and safety culture of the Carillion Powerlines as part of the demise of Carillion PLC.
The Projects
A handpicked team from Gateway Consultants (HSW) undertook a thorough review of the safety arrangements for two CPL projects:
- Shotts Electrification Project in Scotland (£50 million, duration 24 months)
- Electrification London to Kettering and Corby Project in the East Midlands (£130 million, duration 48 months)
Two Consultants were allocated to the works; Dr Shelley Stiles and Clare Richardson.
A comparison of the findings from both project reviews were also made with two other similar sized projects within the rail sector.
The Approach
The review was undertaken in 3 phases, as listed below:

- Desk Top Review. Governance, health and safety arrangements including the Construction Phase Plan.

- Project Management Interviews. Discussions with key members of the project management team to include health and safety strategy, and the identification and management of risks.

- Project Verification Audits. Compliance with the Construction Phase Plan, and evidence of health and safety culture maturity. This also provided the opportunity to engage with the project team (including contractors and workforce). A sample of their views and feedback were obtained formally using a health and safety survey app, made available by the Consultants during the site visits.
A review of the project documentation has established the suitability if contract health and safety arrangements; including how these arrangements are communicated and embedded across each project. Reference has been made to ‘Hudson’ Safety Culture Maturity Model, Dimensions of Safety, and Leading Health and Safety at Work (HSE/Institute of Directors).
The findings were provided to CPL Senior Management within a report that identified where there are strengths and areas for improvement across CPL.
